The NYU Center on International Cooperation (CIC) works to enhance multilateral responses to global problems, including: conflict, humanitarian crises, and recovery; international security challenges, including weapons proliferation and the changing balance of power; and resource scarcity and climate change. Through innovative applied research and direct engagement with policy actors, CIC has been at the forefront of policy decision-making in each of its core areas of research.
CIC's research and policy development programs help key policymakers create strategies for managing emerging and recurrent threats, and identify opportunities for institutional reform. Committed to evidence-based policy development, CIC provides direct research and policy support to actors at headquarters and in the field.
Staff members have provided direct policy support to a range of high-profile multilateral initiatives. Recent examples include helping to draft the IAEA's report on WMD terrorism; work that draws on previous support to the IAEA's Special Event on the Nuclear Fuel Cycle; policy and research support to the Secretary-General's High-level Panel on Global Sustainability; research support to the World Bank's World Development Report 2011 on Conflict, Security and Development, to which CIC Director Bruce Jones is the Senior External Advisor; research and advisory support to the Secretary-General's Review of International Civilian Capacities; and policy and drafting support to the UN Independent Panel on Safety and Security of UN Personnel and Premises. CIC Senior Fellow Barnett Rubin also serves as an advisor to the US Special Representative for Afghanistan and Pakistan. Previous CIC efforts include secondments and research support to the UN High-Level Panel on Threats, Challenges and Change, whose recommendations on peacebuilding, organized crime and development continue to shape the reform agenda at the UN.
CIC examines existing multilateral institutions, building especially on a strong relationship with key players in the United Nations Secretariat and Permanent Missions; in the World Bank; in regional organizations such as the European and African Unions and NATO; and in key governments, ranging from established powers such as the United States and emerging economies such as Brazil and India, to fragile states themselves.
CIC also works in close contact with the Foreign Policy program at Brookings (where CIC Director Dr. Bruce Jones is a Senior Fellow); with the Center on International Security and Cooperation (CISAC) at Stanford University; and with Humanitarian Outcomes, directed by current CIC Non-Resident Fellow, Dr. Abby Stoddard.
