Though this was one of the topics discussed by LAWG, ARP decided that it required a separate, in-depth study. ARP conducted field research in 2002 in Kabul, Qandahar, Herat, Jalalabad, and Bamiyan. This resulted in a report in English and Dari. In preparation for a World Bank workshop on reform of the Ministry of Finance, ARP wrote a paper based on the ARP research on the politics of center-periphery.
