The Changing Nature of Global Problem Solving
Financing the International Public Sector

Apart from few essentially theoretical studies of international public finance and a set of prescriptive materials on international taxation to underwrite international public goods, there are virtually no studies on the scope and magnitude of international public expenditures. The aim of this project is to understand the level and form of public expenditures for the provision of international public goods and services through multilateral arrangements. Several graduate assistants have examined and described budgetary data of a large set of multilateral agencies in an attempt to provide aggregate as well as sectoral analyses in various areas of international cooperation "The Cost of Multilateral Action." The project seeks to contribute baseline financial information for the Center's overall work on multilateral activities as well as to inform public discussions on the roles and performance of multilateral organizations. Efforts will be made on an on-going basis to update and make available basic data on international public sector international financial flows and expenditures and to post these on the Center's website. Two papers are envisioned: an overview of the international public sector as determined by international financial flows; and a discussion of the existing literature on international public finance and the methodological and database constraints faced in the course of the project. A working meeting of economists and public sector agency comptrollers is planned to review the papers prior to publication.
