Dr. Abby Stoddard has coordinated CIC’s research on issues in international humanitarian action since 2000. Her prior professional experience includes ten years of directing emergency relief programs for international humanitarian organizations.  She is the author of Humanitarian Alert: NGO Information and its Impact on US Foreign Policy (Kumarian Press, 2006), along with numerous articles, published reports, and book chapters on humanitarian institutions and operations.  Dr. Stoddard also directs the Humanitarian Outcomes group – an independent team of professional researchers providing policy consultations to governments and international organizations on their humanitarian response efforts.

Humanitarian Outcomes was started by Abby Stoddard CIC non-resident fellow and former CIC staff member Adele Harmer along with their three other partners. The team of specialist consultants provides research and policy advice for humanitarian aid agencies and donor governments.
