Ian Johnstone is the Volume Editor and Lead Scholar of the Annual Review of Global Peace Operations. He is on part-time leave from the Fletcher School of Law and Diplomacy, Tufts University, where he is an Associate Professor of International Law. Prior to joining the Fletcher School in 2000, he held various positions in the United Nations Secretariat, including five years in the Office of the Secretary-General. He also served in the Under-Secretary-General’s office in the Department of Peace-keeping Operations, and in Office of the Legal Counsel. From 1992-1994 he was a Senior Research Associate at the International Peace Academy in New York. Recent publications include “The Plea of Necessity in International Law: Humanitarian Intervention and Counter-terrorism”, Columbia Journal of Transnational Law (2005), “US-UN relations after Iraq: the end of the world (order) as we know it?” European Journal of International Law (2004); and “Security Council deliberations: the power of the better argument”, European Journal of International Law (2003). He is co-editor and contributing author to Keeping the Peace: Multidimensional UN Operations in Cambodia and El Salvador (1997). And he is the author of two monographs: Rights and Reconciliation: UN Strategies in El Salvador (1995) and Aftermath of the Gulf War: An Assessment of UN Action (1994). A citizen of Canada, Professor Johnstone holds an LL.M. degree from Columbia University and J.D. and B.A. degrees from the University of Toronto.
